Could the deficits be attributed to the continual awarding of contracts to the same contractors, without bid? Or does the problem lie deeper at City Hall? And what about the Wyoming Department of Criminal Investigation being proposed up near Riverton Regional Airport? Initial bids were way off the mark and indicated a new bid process was in order.
