Why have regulations in place if they aren't being enforced?

I don't understand why a community would set rules and regulations in place and then just totally ignore them.

Houses being determined unlivable one day and then ignoring it when the same people with children may be moving back into the same place less than a year later... with no repairs or cleaning having been done.

Having animal laws to prevent dog bites, then ignoring them when numerous complaints have been made.

Will we have to go back to the days when you had to resort to firepower to protect you and yours?

It seems to be rapidly moving in that direction.
