County passes on District 25's modular building

Commissioners had expressed interest in using the building as a day reporting center for the new juvenile detention alternatives initiative.
The Fremont County Commission decided Jan. 15 not to accept a modular building that Fremont County School District 25 offered to the county for free. The cost of installing the building and uncertainty about the need for it cooled the county board's interest in it.
Commissioner Keja Whiteman also cited another group's interest in the building as a reason to pass on the offer.
Commissioners had expressed interest in using the building as a day reporting center for the new juvenile detention alternatives initiative. On Jan. 8 they heard an estimate that transporting the modular to a location behind the Riverton courthouse, installing it and hooking up utilities would cost more than $37,000.
The commission first considered alternatives to moving the building and setting it up right away.
Chairman Doug Thompson asked if there was a way to transport the modular and stabilize it until the day reporting center program has a definite plan for its activities.
"Actually moving it on site and blocking it and tying it down is not that expensive," Fremont County buildings maintenance supervisor J.R. Oakley said. "Most of the cost was hooking up utilities."
He added, "We can always move it there and see how things wash."
Thompson asked what the county would do with the modular if the day reporting center decided the building did not fit the program's activities.
"I don't see a need for it anywhere else," Oakley said. "It you decide not to use it, I think it's kind of junk to use."
Commissioner Keja Whiteman said the day reporting center does not have a clear need for the modular.
"School will start the 21st in the group home,"she said. "We have a space that will work."
The program also was not intended to add facilities but use existing community resources instead, Whiteman said.
"I just can't see spending $37,000 to move something worth $2,500," she added.
Whiteman said Fremont County School District 6 and the Board of Cooperative Education Services also are interested in the trailer.
"Maybe they won't have the costs we have, being out there in Pavillion instead of in Riverton," she said.
"I can't add anything more than commissioner Whiteman said," vice-chairman Travis Becker said. "I don't want to take it for free and not use it for its intended purpose."
The commission voted unanimously to thank District 25 for the offer and decline it. Commissioner Stephanie Kessler was not at the meeting.
