Curbs, gutters to be first of city's uses for optional 1 percent tax

The 1 percent tax citizens committee recommended the City of Riverton find a way to help property owners pay for sidewalk repairs as the city fixes the curbs and gutters.

The Riverton City Council has approved recommendations from the Fix Our Roads Citizens Committee for the first road repair project to be funded by the optional 1 percent sales tax.

Public services director Bill Urbigkit outlined the Miscellaneous Concrete Repair Project that was designed by Inberg-Miller Engineers with direction from the committee.

Priority streets

The committee put concrete curb, gutter and valley pan work at the top of the list of repairs and then divided the project into three categories based on usage.

Schedule one consists of roads with a traffic count of 3,000 vehicles or more, schedule two consists of roads with a traffic count of 1,000 to 3,000, and schedule three consists of a traffic count of up to 1,000.

The panel recommended to the council that it begin to advertise for schedules one and two. Urbigkit told the council that engineers estimated the first two schedules to cost about $900,000.

The group had estimated originally that repairing the 16.5 miles of city streets would cost $1 million to $2 million. Inberg-Miller Engineers estimated a cost of more than $3 million.

The committee recommended the city find a way to help property owners pay for sidewalk repairs as the city fixes the curbs and gutters.

In other 1 percent sales tax projects, the council agreed to open bidding for street patching and an overlay project in the Woodridge subdivision.

Other projects

The Wyoming Department of Transportation asked the council to concur with its decision to award the bid for the Riverview Road realignment project to Jerry Bornhoft Construction, which had the lowest bid at roughly $2.8 million. Engineers estimated costs at about $2.9 million.

WyDOT Urban Systems will pay about $1.9 million, the county $500,000 and with additional funding sources, the city will be left to pay about $350,000.

Water and sewer lines also are planned to be replaced along the road with funding from the city's water and sewer funds.

Other bidders included Patrick Construction, HK Contractors, High Country Construction, Habitat Construction and Mountain Construction Company.
